Coverage vs headcount

A post is a position that must be covered; a headcount is people. Confusing the two is the most common way rosters get underpriced.

The basic maths

One person working 8-hour shifts cannot cover a 24-hour post alone — covering one post around the clock needs at least three people a day, before any rest days.

Weekly hours matter too: with a 48-hour working week and realistic availability after leave and absence, each person delivers fewer productive hours than the roster assumes. Plan with an availability factor, not 100%.

What to ask providers

How many named people will cover the posts we are paying for, and what happens on their rest days and leave?

Is relief cover included in the rate, or charged when used?

How FAHIM uses this

The assessment's staffing estimate applies these planning assumptions openly — you can edit daily and weekly hours and availability. The figures are planning estimates, not a certified roster or legal compliance check.
