Fix the scope first
Write down what is actually being bought: which areas, how many posts or cleaners, which hours, which days. A quote for 'cleaning' means nothing until the scope is pinned.
If one provider prices per deployed person per month and another per visit or per square metre, convert both to a monthly cost for your exact scope before comparing.
Match the staffing model
A '1 post, 24 hours, 7 days' requirement needs roughly three or more people on rotation — a quote that prices a single person for it is not cheaper, it is incomplete.
Ask each provider to state the number of people behind the price, their weekly hours, and how leave and absence cover is handled.
VAT, extras and term
Confirm every figure is either including or excluding 5% UAE VAT — mixing the two distorts comparisons by exactly that 5%.
List what is excluded: consumables, equipment, uniforms, supervision, public-holiday rates. Compare the full recurring cost, not the headline rate.
A 12-month and a 36-month price are different products. Compare at the same term, and ask what the escalation clause does at renewal.
